I really strongly agree with Jason. I think you should let the topic of the forum be your guide. If the message is off topic then what is the point of its being there? Now if somebody wants to start a thread called "Worthless Filth" then they should go right ahead. At least the other users of the site would then have the opportunity to make an informed choice as to whether they want to participate in that forum or not.
If indiscriminate, off-topic posts are allowed then the value of the site becomes nil, and all the hard work that somebody put into creating this site will be for nothing. Furthermore, if I were an advertiser I would be very leery of advertising on any site that deteriorates into, as someone said, mental sewage.
